FogBugz On-Premises 8.22.135 release, dated July 13, 2019, fixes the following two known product defects.

- MANUSCRIPT-17718: Adding new recipients in the 'to' field of email puts the added recipients in the 'Cc' field.
- MANUSCRIPT-17897: Improve error messages when emails fail to send.
