Adding (or creating) new users in FogBugz can be done from the Manage Users page. This article provides the instructions for creating new users.

Creating a new user can be done from the Manage Users page, by clicking the Add New User button.
Enter the name and email address of the user.
If you have Kiln enabled in addition to FogBugz, choose the products a user should have access to by selecting the appropriate checkboxes in the Active On option:
If you only have FogBugz, you will not see this option:
From the Role drop-down menu, select the user type:
Click the Add User button. FogBugz will send an email to the new user so that they can set a password.
